So far, the only people in the village aware that Cora has arrived, are Daniel and Archie, but Regina knows that she can't keep this secret forever. She has to tell everyone, but the only other person she thinks to tell right now is Emma Swan. If her mother had her magic then it would be a different matter entirely.
